Flat fee or percentage β the crossover sits around S$230
Singapore banks price overseas withdrawals in two incompatible ways, and which is cheaper depends entirely on how much you take out. DBS charges a flat S$7 per withdrawal and UOB charges S$5, while OCBC charges 3% with a minimum of S$5 and a maximum of S$20.
Run the numbers and the logic inverts at a specific point. Three per cent equals seven dollars at roughly S$233: below that amount OCBC's percentage is cheaper than the DBS flat fee, above it the flat fee wins. At S$700 the percentage reaches S$21 and is capped at S$20, which is nearly three times the DBS charge.

For a foreign card in Singapore, the ceiling limits you more than the fee
Machines here typically charge visitors between S$5 and S$8 per withdrawal, and some charge nothing at all. The bigger constraint is the per-transaction limit: most Singapore ATMs allow foreign cardholders S$1,000 to S$2,000 at a time, with DBS and POSB usually capping foreign cards at S$1,000.
The fee is shown on screen before you confirm, so a machine that charges more than you expect can be abandoned at no cost and another bank tried. In a city where bank branches sit within a few minutes of each other, that is a real option rather than a theoretical one.
Two providers can charge for one withdrawal
Different banks and non-bank card providers each maintain their own fee schedules, and the ATM operator may add a charge of its own on top. The two appear separately: one on the machine's screen, the other later on your statement.
The same applies to currency conversion. If the machine offers to bill you in your home currency, decline β that rate is set by the operator and is normally worse than your card network's. Choose Singapore dollars and let your issuer handle the conversion.
If the machine retains your card or debits without dispensing
Note the time, the location and the terminal number, and keep the receipt. File the claim with the bank that issued your card, not the bank that owns the machine β only the issuer can raise the dispute in the payment system and return the money.
When an amount is debited without cash appearing, the reconciliation between the acquiring bank and yours usually catches the discrepancy within a few business days. Report it the same day anyway, so that you have a date and a case reference to work from.
